Penang LRT Future Expansion: Possible Links to Tanjung Bungah, Bukit Mertajam and Batu Kawan

Penang’s Mutiara Line LRT may not stop at its first planned route. In the future, the rail network could potentially be extended to areas such as Tanjung Bungah on Penang Island, as well as Bukit Mertajam and Batu Kawan on the mainland.

The possible future expansion was mentioned by MRT Corp during the International Rail Transit Forum 2026. According to MRT Corp business planning and project economics general manager Liyana Zainal, these extensions may be considered after the Mutiara Line is completed and begins passenger service, which is currently targeted for 2031.

Tanjung Bungah is seen as a possible future destination because of its role as a popular residential and tourism area. On the mainland, places like Bukit Mertajam and Batu Kawan could also benefit from better rail connectivity, especially as both areas continue to grow as important economic and residential zones.

The idea of future expansion is supported by Penang’s strong daily travel demand. Around one million people are involved in economic activities on Penang Island each day, while approximately 400,000 people travel between the island and mainland daily. Many of these trips are still made using private vehicles, contributing to congestion on major roads and crossings.

Penang also continues to attract a large number of visitors every year, adding further pressure to the state’s transport network. Ferry services currently carry thousands of passengers daily, showing that there is already steady demand for public transport links between the island and mainland.

The Mutiara Line is expected to become a major part of Penang’s future public transport system. Once completed, it is expected to reduce travel time, improve access to key destinations and provide an alternative to private car travel.

The current Mutiara Line project covers 29.67km and will include 22 stations. One of its most important features is the cross-sea section connecting the island near Jalan Macallum to Penang Sentral in Butterworth. Penang Sentral will act as a major transport hub, linking the LRT with KTM services, buses and ferry connections.

MRT Corp has also highlighted that the Mutiara Line is designed to connect major residential, employment and commercial areas. Better rail access could help support local businesses, including restaurants, retail shops, food outlets and services located near stations.

Rail projects can also influence property demand. In other parts of Malaysia, such as the Klang Valley and Johor Bahru, areas near major rail infrastructure have seen stronger interest from buyers, investors and businesses after new transit projects were announced or developed.

While extensions to Tanjung Bungah, Bukit Mertajam and Batu Kawan are not confirmed yet, the possibility shows that Penang’s rail network could grow beyond the first phase of the Mutiara Line. If future expansion plans move forward, the LRT could play an even bigger role in connecting the island and mainland.
